*This is the short version. The essay it summarises has been years in the writing and is still being edited. When it is finished it will stand here in full.*

The Fabian Society chose a wolf in sheep's clothing for its coat of arms, and the choice was not ironic. This essay reads what its founders actually wrote. Shaw before the Eugenics Education Society on the lethal chamber. Sidney Webb on the duty to interfere. Shaw's board, before which a citizen would be asked to justify his existence. The welfare state was designed by people who viewed the poorest as genetically inferior, and the eugenics was not a sideline to that thinking but its clearest statement.

The method mattered more than the doctrine. Webb took a bequest left for propaganda and founded the London School of Economics with it, and within a generation its graduates filled the civil service, the Treasury and the BBC, carrying a vocabulary nobody recognised as advocacy any more. Fund the institution, let its name appear on the output, let the funder's name disappear.

That mechanism is still running, and the blockchain industry runs it now: foundation money into university programmes, and the university's name answering the last question an institutional buyer will ever ask.

What breaks it is not regulation of what universities teach. It is an alternative that exists. Medieval merchants did not flee to better cities. They fled to cities that existed, and the merchant who could leave was treated better than the one who could not.
